Yes. Body armor is legal in all 50 states for civilians. Some states restrict ownership for people with felony convictions. Check your local laws.
Level IIIA stops handgun rounds (up to .44 Magnum) and uses soft panels. Level III+ stops rifle rounds and uses hard plates in a carrier. Level IV stops armor-piercing rifle rounds and also uses hard plates.
Take the two panels out of the vest. Machine wash and dry the vest. Wipe the panels with a damp cloth. Never machine wash the panels.
